Program Manager for Suspicious Activity Reporting

Mr. Stu Frome has been assigned as the Program Manager for DHS Suspicious Activity Reporting. In this capacity, Mr. Frome is responsible for ensuring that the Department of Homeland Security aligns its internal processes and technologies with the Nationwide SAR Initiative. Mr. Frome has served as the DHS representative on the Inter-Agency and Executive Committees for the Nationwide SAR Initiative.
Prior to his current assignment Mr. Frome served as a Section Chief within the Information Sharing and Collaboration Branch, a segment of the Office of Intelligence and Analysis. His duties and responsibilities included developing and instituting solutions that focus on ensuring that information is shared with the widest base of stakeholders, based on legislative and policy guidance.
Prior to joining DHS, Mr. Frome served for over 20 years with the Pennsylvania State Police. He was assigned to the Bureau of Emergency and Special Operations, Technical Operations Section, where his responsibilities included Title III investigations, mobile tracking, and technical surveillance. In 2007, Mr. Frome graduated from the University of Pittsburgh’s Graduate School of Public and International Affairs with a Master’s Degree in Public Policy and Management, in Security and Intelligence. Mr. Frome also holds a Bachelor’s Degree in Criminal Justice from Temple University in Philadelphia, Pennsylvania.
